When out at sea, those captains have absolute power of command over their ships and crews. Out at sea, aboard their ships, regardless of their designated ranks, they outrank their superior officers and even their Commander in Chief. That has been a naval tradition based upon necessity. For example, I doubt that Trump or Hegseth know how to operate a large naval vessel at sea.
An exception to that tradition existed on pirate ships, whereupon the crews could vote, democratically, to replace their captains.

I also heard that the military has reduced access to mental health services.
